The game takes place in the fictional state of San Andreas, based on Southern California, and features three main playable characters: Michael De Santa, a retired bank robber and family man; Franklin Clinton, a street gangster trying to make his way up in the criminal world; and Trevor Philips, a mentally unstable drug dealer and former military pilot.

Players can freely switch between the three protagonists throughout the game's missions and explore the open world environment of San Andreas. The game also features various side missions and activities such as car racing, golf, hunting, and shopping.
